Electrical Safety Authority

On about April 24, 2009 my world seemed to come to a complete end with the arrival of John Roland who worked for the Electrical Safety Authority. I had worked hard to build the windmill and by what John Roland told me it was going to cost me a lot of money and time to be able to get the windmill approved by the CSA. I spent a lot of anxious moments fumbling around calling and trying to find information and in the meantime I was going to be charged a fine of up to $50,000 and a fine of up to $5000 a day and up to a year in Jail for neglecting to comply with the order. See the defect notices and order.

The order was Greek to me and I could not get a proper explaination of it so I disregarded it and expected the worse.Subsequently John Sherwood and Bruce Polluck arranged an inspection. They came and did a cursorary examination and then said they had completed the inspection and that everything was taken care of but they would not put it in writing. Sounds pretty fishy to me!

Below was one of the email I send and had a reponse from Bill Sasse.

Thanks for your detailed msg. I have forwarded all information and
photographs to our technical advisor for review.

Please do not wait until the 30-day time limit has lapsed before you
check back with me in the event I do not contact you sooner as that may
result in a prosecution being initiated in accordance with the Order.

Mr Bill Sasse,

I fought long and hard to design and build my windmill as a certain
neighbour has held a grudge against me and phones every bureaucracy to
try hinder my work. Today I was visited by two agents from the Federal
Scientific Research and Experimental Development to further my
developments in alternative energy. They where enthusiastic about what I
had done. It is a pity that the very same day they visited my place (and
I showed them all of my work in detail) and they said they where
impressed but Mr Bill Sasse from the Electrical safety Authority had to
bring me an ultimatum for compliance on a number of issues that ended
with fines up to $50,000 and a year In jail.

Because of the experimental nature of my work nothing is really
permanent which is an important issue to deal with.

When John Roland demanded that I have the windmill Csa approved by a
field inspector this really got me upset especially after I contacted
the CSA field inspector and he told me that it was quite foolish to have
it inspected since it was only 24 volts. He said the inspector was
probably new on the job. This cost me a lot of anxious moments as I
added up the costs in time, frustration and money. Why did John Roland
not know this??

I then contacted John Roland again and he said he had talked with the
CSA person and agreed that this was not necessary but that he would have
to inspect it. I said OK but what are you going to look for. I asked him
if there was a standard wire colour on the solar cells . He fumbled
around and could not come up with an answer so I changed the question to
the windmill and asked him what he wanted to see on the windmill. His
first thing was to see about an inline fuse. This is stupid... you
cannot have an inline fuse in a windmill for if it blows then the
windmill will freewheel and destroy itself. He then said well maybe
there should be one between the diversion controller and hot water
heater... Again a very dumb thing to do for if the fuse blows the
battery is no longer protected for over charging.

At this point I decided I certainly did not want anyone with such
inexperience wasting my time. So rather than get someone with better
knowledge I am now issued with a letter to strong arm me into
submission. Of course you have a heavy law on your side and you are paid
to do these things I am not.

Most of the large components of my system are CSA approved but some of
the items I have built myself because they are not available
commercially or are inferior despite their CSA sticker. These too will
want to be field inspected at great cost... then when I upgrade them or
change them you will want to inspect them again and so this ridiculous
cycle will go.

Please have someone knowledgeable about solar cells and windmills
contact and we will talk. If I am satisfied with this person who can
answer my questions I will consider permitting an inspection by him
otherwise I will shut down my system and go without.

I will review the letter with my lawyer and cast about on the internet
for help in this matter.

All letters to me and from me will be published in an national magazine
and online.
